Home Condition Reports

All home owners in England and Wales need to prepare a Home Information Pack (HIP) before putting their home up for sale. This arises from the Housing Act 2004 and is designed to streamline the home buying process. The pack must contain:
- Terms of sale
- Evidence of title
- Standard searches
- Planning consents and building control certificates
- Property information form
- Warranties and guarantees
- Performance Certificate
A Home Condition Report (HCR) can also be included but initially this will be voluntary.
The government strongly believes that HCRs are likely to be valuable to both sellers and buyers.
A Home Condition Report is an objective report on the condition of the property that can be relied upon by buyer, seller and lender. The report is in a standard format and covers matters of importance to the buyer: the general condition of the property taking into account its age, character and location; how energy efficient it is, and any defects or other matters requiring attention. It is similar to a Homebuyers Survey and Valuation but without the valuation element. It can only be produced by a fully qualified home inspector. Primmer Olds believe that HCRs are particularly useful in improving the saleability of unusual or defective properties where buyers may be encouraged by fuller information at the outset.
